Please note the following;
Any persons of foreign nationality choosing to be married in Bali under Indonesian Law are required to obtain a Certificate of No Impediment from their Consular or Embassy representative in Indonesia before a wedding can take place.

Most Consular or Embassy representatives do have a charge for processing the application and issuance of the document.

In accordance with Law No. 1 of 1974 concerning marriages in Indonesia (Article 2 (1): "a marriage is legitimate if it has been performed according to the laws of the respective religious beliefs of the parties concerned."
All couples who marry in Indonesia must declare a religion. Agnosticism and Atheism are not recognized. The Civil Registry Office can record marriages of persons of Islam, Hindu, Buddhist, Christian-Protestant and Christian-Catholic faiths. Marriage partners must have the same religion, otherwise one partner must make a written declaration of change of religion.
The Religious Marriage under Islam is performed by the Office of Religious Affairs (Kantor Urusan Agama) in a ceremony at a mosque, the home, a restaurant, or any other place chosen by the couple and is legal immediately after the ceremony.

A Christian, Hindu or Buddhist marriage is usually performed first in a church or temple ceremony. After the religious ceremony, every non-Islamic marriage must be recorded with the Civil Registry (Kantor Catatan Sipil). Without the registration by the Civil Registry these marriages are not legal. Recording by Civil Registry officials can be performed directly at the religious ceremony for an additional fee.

Persons of non-Islamic faith are required to file with the Civil Registry Office in the Regency where they are staying first a 'Notice of Intention to Marry' as well as a 'Letter of No Impediment' obtained from their consular representatives.

For the issue of the Letter of No Impediment to Marriage by your Consular Representative you will need to present for yourself and your fiance(e) your Passport(s) valid for more than 6 months and Certified Divorce Decrees (absolute/final) and/or Death Certificates regarding the termination of all previous marriages. Please contact the Consular Representative of your country for details well before the intended date of marriage.

For the Notice of Intention to Marry you have to submit the following documents for both partners to the Civil Registry Office (show the original and present a photocopy):-

* Certificate of the religious marriage;
* Passport for foreign citizens, or KTP (Identity card) for Indonesian citizens;
* Certified birth certificate;
* Certified divorce decree (absolute) or death certificates regarding the termination of all previous marriages;
* Four 4x6 cm photos, both partners side by side;
* Foreign citizens:
* 'Letter of No Impediment to Marriage' issued by your Consular Representative for Bali or Indonesia;
* Indonesian citizens:
* never married: letter Surat Keterangan Belum Kawin from Kepala Desa or Lurah (mayor);
* Men aged 18-21 and women aged 16-21: parental letter of consent, signed across the meterai/tax stamp Rupiah 2,000.

Before the marriage, you and your fiance(e) also may wish to file with the Civil Registry a prenuptial Property Agreement (Surat Pernyataan Harta) which must be signed before a local Notary Public. This contract is necessary if you wish to hold property separately during the marriage. In the absence of such a document, Indonesian marriage law assumes joint ownership of property, and subsequent property acquisitions by the Indonesian partner will be regulated according to the laws restricting foreign property ownership.

Two witnesses over the age of 18 are required. They must show the originals and present photocopies of their passports if they are foreign citizens or KTP (identity cards) if they are Indonesian citizens. Civil Registry employees can act as witnesses.

The Civil Registry office has a Mandatory Waiting Period of 10 working days from the date of filing. This waiting period may be waived for tourists presenting a guest registration form (Form A). Islamic Marriage Certificates (Buku Nikah) issued by the Office of Religious Affairs (Kantor Urusan Agama) are legally valid in Indonesia and do not require registration with any other agency if you are going to live in Indonesia. However, if you might move somewhere else in the future (and who knows?), get a marriage certificate issued by the Civil Registry and an officially certified translation right away (see below).
All other Marriage Certificates will be issued by the Civil Registry usually on the same or next day. A sworn English translation of the marriage certificate should be obtained for use abroad. It is not necessary for the marriage certificate or translation to be registered by your Consular Agency. However, to have the sworn translation of the marriage certificate verified or a special translation made by the Consular Agency of your home country or the Consular Agency of your country of residence might prove useful.

Religion
The local religion is Agama Hindu-Dharma, and centres on the five ritualistic pillars of gods and ancestors, demons, the stages of human growth, the dead, and the consecration of priests. Essential to these rituals are offerings of food, flowers, and palm-leaf figures. The offerings are consecrated by priests with holy water, incense and sacred mantra incantations. The belief is of one god, but in many forms including the Hindu Trinity of Brahma, Wisnu and Siwa, but also deified kings, saints, ancestors and elemental spirits.

The Balinese New Year is known as Nyepi Day. On this day, the Balinese believe that they have to fool evil spirits that no-one is actually on Bali - hence the need for silence. If this can be achieved, then it is believed that the evil spirits will go looking elsewhere for their prey and leave Bali island alone for another year. Balinese people are very religious and life is full of ritual - Nyepi is one of the most important days in their calendar. Police and security are on hand to make sure that everyone abides by the rules! Note that on Nyepi day, the airport is closed, cars and even people are not allowed on the streets, and at night, lights must be kept to a minimum. The rules apply to tourists also, although some activity is allowed in hotels. The date changes each year, as the Balinese follow a traditional lunar new year. The date in 2007 is March 19th.

Buses and Bemos
The buses and Bemos can take you anywhere in Bali. They are very cheap (from 500 Rp.) but they are usually overcrowded and difficult to know where they are going. To catch a Bemo just wait at the edge of the road and raise your hand, there bus stop is where the passenger is standing!

Taxis
There are taxis everywhere in Bali and usualy they will toot there horn to get your attention. If using a taxi, please make sure that;

you state your destination and get a price.
the taxi uses the meter
the taxi is part of a registered company
you have change, as the drivers (for convenience sake) rarely seem to have change!
Bicycles
Bicycles are readily available but beware that there are many holes in the footpath and road and traffic conditions can be quite heavy in areas such as Kuta, Legian and Denpasar.

Bicycles are ideal in country areas like Ubud. There are several companies that offer mountain bike excursions.

Motorbikes
If you are feeling brave you may want to hire a motor bile. Please note you require an international license and a special permit from the police statnion for renting a motorbike ( the rental agency can assist you with this).

Helmet are compulsary, but make sure you pick out a sturdy helmet (full face) as most tend to look like skate board helmets.

Driving in Bali

Characteristics;

Get use to bikes and cars swerving into your lane without indicating.
Watch out for large holes in the road or obstacles such as small trees to indicate where holes are.
Many food carts and salespeople operate off the side of the road.
Merging traffic only give way if they are smaller than you.
Every man for himself when entering a round-a-bout.
There are many one lane roads and you may have to go quite a distance to return to the same location.

Balinese are not use to drivers driving with there parking or head lights on during the daytime.
Watch out for drivers, including trucks and buses overtaking on busy road.

Be careful of the driver that recommends you visit a specific establishment only for the reason they may be receiving a commission for your introduction.

Special Facilities
A certain number of special facilities are being introduced in connection with the new visa policy, including:

Tour Agents are able to arrange express handling for groups at no additional charge by presenting the completed immigration cards, passports and applicable visa fee.
Passengers who overstay their visa period for a short period of time can be processed immediately at the airport by paying US$ 20 for every day they "overstayed" their 30 day visa.
Airlines that experience technical difficulties or delayed flights can apply for their passengers to be exempted from paying any "overstay" penalties.
A Short Guide To Indonesian Visas
At present their are six types of visas granted to foreigners in Indonesia:

Visitor Visas
Within the category of Visitor Visa there are 4 classes of visitor visas:

Sosial Budaya Visas - literally a Social-Cultural visa usually issued to visit families and dependents, for individuals to visit a social organization with which they have an affiliation, and to those involved in cultural exchanges of training programs.

Business Visas typically issued to business people on short term work assignments, negotiations, or training assignments.

Tourist Visas available to nationals of countries not eligible for a free visa on arrival or a visa issued on arrival for a fee and issued to visit tourism sites or assist in the facilitation of foreign tourists visiting Indonesian.

Visitor Visas for those on Government Service issued to the employees of foreign governments and international organizations on assignment in Indonesia or private foreign contractors employed by the Indonesian government.

Limited Stay Permits are given to individuals holding limited validity entry permits including children and dependent of foreigners on temporary resident visas and the Indonesian-born children of an Indonesian mother.

Permanent Stay/Residency Permits are given to the Indonesian-born children of foreigners holding permanent residency in Indonesia and foreigners who successfully apply for permanent residency in Indonesian.

Special Dispensation for Ship's Crews (DAHUSKIM)
A special category of stay permit for foreigners employed as crews on foreign registered ships and oil platforms.

Bali Visa Requirements

ENTRY AND VISA REQUIREMENTS - INDONESIA

For passengers travelling to Indonesia, passports must be valid at least 6 months from date of entry into Indonesia. If valid less than 6 months - passengers will not be permitted to travel.

Israeli passports are not recognised by the Indonesian Government and Israeli nationals must obtain a travel affidavit issued by an Indonesian representation abroad.

Short Guide to Visas for Indonesia
Effective February 01, 2004, Indonesia will introduce wide ranging changes in the national visa-free and visa on arrival system. We've tried to summarize those changes here for your convenience.
Visa Free on Arrival In the past the nationals of 48 nations were given a 60-day stay (visa free) upon arrival at an Indonesian international gateway. Under the new rules effective February 1, 2004: Only 11 countries and territories will be eligible for a facility, they are: Thailand, Malaysia, Singapore, Brunei Darussalam, Philippines, Hong Kong SAR, Macau SAR, Chile, Morocco, Peru and Vietnam

Nationals of the aforementioned countries and territories will be issued with a 30-day stay permit without charge upon presentation of a valid passport with 6 months remaining validity.

The Visa Free Facility is not extendable or convertible into another type of visa.

Visa on Arrival
Beginning February 01, 2004, the nationals of 21 countries will be able to obtain a "Visa on Arrival" processed at the gate of entry following the payment of an official fee.

The citizens of 21 countries and territories eligible to purchase visas on arrival are: the United States, Australia, South Africa, Argentina, Brazil, Denmark, United Arab Emirates, Finland, Hungary, United Kingdom, Italy, Japan, Germany, Canada, South Korea, Norway, France, Poland, Switzerland, New Zealand, and Taiwan.

The citizens of the aforementioned countries must hold a passport with at least 6 months remaining validity at the time of arrival, present a completed embarkation/disembarkation card provided by the airlines, be able to demonstrate they have sufficient means to live during their stay in Indonesia, not be listed on any official blacklist of individuals prohibited from entering the country, and pay the stipulated fee to obtain a visa.

The Visa on Arrival fee for citizens of eligible countries is US$ 25 for a 30 day visa and US$ 10 for a 3 day visa.

The Visa on Arrival is non-extendable and cannot be converted into another class of visa.
Immigration authorities promise the visa purchasing system will take no more than 3-5 minutes per applicant. 6 payment counters, a bank and a money changer have been set up to process payments.

Once payment is completed the tourist will proceed to an immigration counter for final inspection of documents and visa issuance.

Visa on Arrival at Limited Gateways
Initially, the visa on arrival facility will only be available at the following international gateways:

Airports: Medan, Pekanbaru, Padang, Jakarta, Surabaya, Bali and Manado.

Seaports: Batam, Tanjung Uban (Bintan), Belawan (Medan), Sibolga (Sumatra), Dumai, Teluk Bayar (Padang, Sumatra), Padang Bai (Bali), and Jayapura (Papua).

Applying for Visas Before Arrival
Citizens of countries not included on a visa-free or visa-on-arrival lists must apply for a visa overseas before arriving in Indonesia. Citizens of any country wishing to stay more than 30 days must also apply for an appropriate visa at their nearest Indonesian Embassy or Consulate before travelling to Indonesia.

Driving
To drive legally in Indonesia you must have a current Indonesian or International Driver's License that is valid for the type of vehicle you are driving.
If you rent a vehicle and you don't have such a license, you will be driving illegally and your insurer may refuse any claim you make.
Insist on paying for comprehensive insurance when you rent a vehicle. Negotiations with vehicle owners and families of injured parties can take at least a week to resolve. If you have organized comprehensive insurance, the rental agency is responsible.
You wouldn't ride without a helmet in your own country; don't when overseas. Check your travel insurance does it cover motorcycle riding?
Most companies that rent motorcycles only provide flimsy helmets. Bring a proper helmet with you or only rent from a company that supplies them.
Wear protective clothing (not shorts and thongs).

Tipping
This in not a general practise in Bali. Most of the larger hotesl and restaurants add a service charge and tax which on average is around 20%. In smaller establishments tips are not expected but appreciated!

Bali Travel Tips

Below is some advice for a trouble-free holiday in Bali. If you do have problems don't forget to contact your nearest consulate.

Immigration
You must have a minimum of six months validity in you passport upon entry into Indonesia and have proof of onward destination.
Visas are not required for nationals of:

Argentina, Australia, Austria, Belgium, Brazil, Brunei, Canada, Chile, Denmark, Egypt, Finland, France, Greece, Germany, Hungary, Iceland, Ireland, Italy, Japan, Kuwait, Liechtenstein, Luxemburg, Malaysia, Maldives, Malta, Morocco, Mexico, Monaco, Netherlands, New Zealand, Norway, Philippines, Singapore, South Korea, Spain, Sweden, Switzerland, Saudi Arabia, Taiwan, Thailand, Turkey, United Kingdom (Great Britain), United States of America, United Emirate Arab, Yugoslavia, Venezuela.

The maximum stay permitted two months and is not extendible.

Customs
Indonesian Customs allows on entry a maximum of ;

one liter of alcoholic beverages,
200 cigarettes or 50 Cigars or 100 grams of tobacco
reasonable amount perfume per adult.

The following need to be declared when entering the country;
Cars
photographic equipment
typewriters
tape recorders

Prohibited from entry are;
TV sets
radios
narcotics
arms and ammunition
printed matter in Chinese characters
Chinese medicines.

Also note:
All movie films and video cassettes must be censored by the Film Censor Board.
Fresh fruits, plants and animals must have quarantine permits.

There is no restriction on import or export of foreign currencies. However, the export or import of Indonesian currency exceeding Rp.50,000 is prohibited.

Departure Tax
There's a departure tax on domestic ( Rp. 11,000) and international (Rp. 50.000) flights. Only children under two years of age are exempt.

Medical Insurance
Make sue you have medical insurance before you leave your country. Medical bills can be quite costly and having medical insurance could save your life. Contract your travel agent to get information on recommended medical insurance plans. Don't forget, if you extend your travel in Bali , you should also extend your insurance cover.

Health
Travellers should be aware that the Blood Bank in Bali normally carries no stock of Rhesus (Rh) Negative blood.
Personal Security
You could be robbed at any time. Watch out for pickpockets and bag-snatchers, and always lock your hotel room and car.
Keep your valuables (passport, airline ticket, credit cards, travellers cheques and cash) in a safe deposit box at your hotel, or at a bank.
Secure the key in your money belt; don't leave it in your hotel room when you go out.
Money belts are better than 'bum bags', which are an open invitation to pickpockets. Hide your money belt under your clothes.
Carry your handbag on the side of the road furthest from the roadway.
Keep copies of your travel documents and emergency contact details on your person.
An unattended car can be broken into within minutes. If you are touring in Indonesia, either carry everything with you when you leave the car, or find somewhere to stay first and secure items at the hotel before you go out.
If you really need to travel with all your valuables, secure items in various places rather than lose everything if one bag is stolen.
